Factbox: Georgia's parliamentary election

TBILISI (Reuters) - Georgia holds a parliamentary election on Monday in which President Mikheil Saakashvili's ruling United National Movement (UNM) faces a challenge from billionaire Bidzina Ivanishvili's Georgian Dream coalition.

Here are some key facts about Georgia and the election.

GEORGIA:

* Georgia is a nation of 4.5 million people in the South Caucasus. It has a shoreline on the Black Sea and borders Russia, Azerbaijan, Armenia and Turkey. It is mostly Orthodox Christian.

* Georgia is one of 15 former republics of the Soviet Union that gained independence when country the fell apart in 1991. The Soviet collapse ended nearly two centuries of almost continuous dominance of Georgia by Russia and the Soviet Union.

* Georgia has aligned itself with the West under President Mikheil Saakashvili, seeking closer integration with NATO and the European Union and maintaining strong ties with the United States. It has sent troops to Iraq and Afghanistan.

* Tension with Russia erupted into a five-day war in August 2008, when Saakashvili's government launched an offensive on South Ossetia. Russian forces drove Georgian forces out of the region and penetrated deep into Georgia before withdrawing.

* Russia recognized South Ossetia and Abkhazia, another Moscow-backed breakaway region, as independent nations after the war. Both had broken from central government control in conflicts in the early 1990s.

* Georgia withdrew from the Commonwealth of Independent States (CIS), a group of 11 former Soviet republics seen as dominated by Moscow, after the 2008 war. It is the only non-Baltic former Soviet republic outside the group.

* Georgia is a route for pipelines that carry oil and gas from the energy-rich Caspian Sea area westward toward Europe via Turkey, bypassing Russia.

THE ELECTION:

* Sixteen political parties and blocs are contesting the parliamentary election. The main contenders are Saakashvili's United National Movement party (UNM) and Georgian Dream, an opposition coalition led by billionaire Bidzina Ivanishvili.

* Of the 150 seats in the single-chamber parliament, 77 will be filled through voting by party lists, in which the voter casts a ballot for a party which presents a list of candidates. The other 73 seats will be filled through voting for individual candidates in electoral districts.

In the party-list voting, a party needs to win at least 5 percent of the vote to gain representation in parliament, and a bloc needs to win at least 7 percent. In the individual races, the candidate with the most votes, and no less than 30 percent of total votes, wins a seat.

* UNM was founded by Saakashvili in 2001. The party won 119 of the 150 seats in the last election in 2008. Current parliament speaker David Bakradze heads the party list for the 2012 election.

The UNM campaign trumpets economic successes of the past eight years and pledges of more jobs and more investment in healthcare, education and agricultural sectors.

The party's foreign policy programme has a strong emphasis on integration with Western organizations such as the European Union and NATO.

* Georgian Dream is a coalition of six diverse parties with few connections in common aside from loyalty to Ivanishvili and opposition to Saakashvili. The coalition was named after a song by Ivanishvili's rapper son Bera.

Georgian Dream has built its campaign on vocal criticism of Saakashvili and his government.

* The Christian Democratic Party, led by former journalist Georgy Targamadze, also has a chance to win seats in the party-list voting. It is an opposition group in the current parliament and calls for a greater role for the Georgian Orthodox Church.

* Polls open at 8 a.m. (0400 GMT) and close at 8 p.m. (1600 GMT) at more than 3,600 polling stations across the country There are 3.6 million eligible voters.

Obama Blocks China's Second-Richest Man From Owning Wind Farm Near Secret Navy Base

President Obama made a fascinating move yesterday in issuing an executive order prohibiting a Chinese company from owning and operating a wind farm near the Naval Weapons Systems Training Facility in Boardman, Ore. The base is said to be home to a fleet of unmanned drones and planes specializing in electronic warfare.

The order marks the first time in 22 years that a president has scotched the foreign acquisition of a business in the U.S.

In his executive order, the president stated that ?there is credible evidence? that the ownership group, comprising Ralls Corporation, the Sany Group, and a group of Chinese nationals, ?might take action that threatens to impair the national security of the United States.?

The Sany Group is controlled by China?s second-richest man, Liang Wengen, who has recently been appointed to the Central Committee of China?s Communist Party. In our most recent tally of global billionaires, Forbes estimated his net worth at $8.1 billion.

The president didn?t just order the Chinese group to divest the assets, but to remove ?all items, structures, or other physical objects or installations of any kind (including concerete foundations) that the Companies or persons on behalf of the Companies have stockpiled, stored, deposited, installed or affixed thereon.?

Neither the presidential order, nor a statement from the Treasury Department detailed any particular threats that the Chinese companies pose to the Navy base. But it?s not hard to imagine that the Chinese government could seek to install surveillance devices inside the turbine towers with the intent of watching drone flights or listening to base communications.

Not matter how nice a guy Liang Wengen might be, it seems a wise move not to give the Chinese government a listening post just outside a base full of military secrets.

There are a couple of other Chinese companies that will view this presidential move with great interest. China?s state-controlled oil company Cnooc is seeking to buy Canada?s Nexen, and needs U.S. approval to take over Nexen fields in the Gulf of Mexico. Wanxiang Group is also vying to acquire battery company A123 Systems.

If wind turbines could serve as communist listening posts, might Nexen?s offshore oil platforms or drilling rigs pose a similar threat? Maybe. But Chinese secret agents could just as easily outfit a high-rise apartment building with survelliance gear. Let?s hope the action against Sany and Ralls is a one-off and not the precursor to political contretemps.

Algeria at UN: Limit free speech, protect Islam

(AP) ? Algeria demanded new efforts Saturday to limit freedom of expression to prevent denigrating attacks on Islam, appealing to the United Nations to take a lead as nations engaged in new debate on the tensions between free speech and religious tolerance.

In an address to the General Assembly, Algeria's foreign minister Mourad Medelci called for global action under the auspices of the United Nations to respond to violent demonstrations provoked by a U.S.-produced video that mocks Muslims and the Prophet Muhammad.

While Medelci didn't offer precise details of how he believed the U.N. could intervene, his call follows similar demands at the General Assembly from scores of leaders in the Muslim world who want new laws to ban insults against Islam.

On the sidelines of the annual forum, Ekmeleddin Ihsanoglu, secretary general of the Organization of Islamic Cooperation, told The Associated Press Saturday in an interview that the deaths of two dozen people in violent protests against the anti-Islam film underscored the need for new legislation.

Malaysia's foreign minister Anifah Aman told the General Assembly that the creators of the anti-Islam film ? an amateurish, privately produced U.S. video that mocked Muhammad's image ? and those behind the publication of lewd caricatures of the prophet by French satirical weekly Charlie Hebdo had shown "blatant malicious intent" toward Muslims.

"When we discriminate against gender, it is called sexism. When African Americans are criticized and vilified, it is called racism. When the same is done to the Jews, people call it Anti-Semitism. But why is it when Muslims are stigmatized and defamed, it is defended as 'freedom of expression'?" Aman told the General Assembly.

Aman he believed it was "time to dwell deeper into the heart of the problem and the real debate ? the relationship between freedom of expression and social responsibilities, duties and obligations."

Pakistan's President Asif Ali Zardari had called in his speech Tuesday to the General Assembly for action led by the U.N. to address a "widening rift" between the Muslim world and the West.

Italy and Jordan said Thursday at a meeting on the sidelines of the forum that they were already working on an initiative to promote religious tolerance, which had begun before the anti-Islam video went public. The drive to push better understanding will involve a conference of experts and academics in the coming months.

Egypt's President Mohammed Morsi also called for limits on free speech, to help protect "the world from instability and hatred."

Morsi said Wednesday his country would respect freedom of expression, but only when it "is not used to incite hatred against anyone, one that is not directed towards one specific religion or culture."

Yemen's President Abd Rabbo Mansour Hadi told the General Assembly on Wednesday "there should be limits for the freedom of expression, especially if such freedom blasphemes the beliefs of nations and defames their figures."

Zardari warned that the "international community must not become silent observers." In a speech Tuesday he called for the criminalization of "acts that destroy the peace of the world and endanger world security by misusing freedom of expression."

Indonesia's President Susilo Bambang Yudnoyne ? head of the world's most populous Muslim-majority nation ? told the General Assembly on Tuesday that previous initiatives at the U.N. had failed to halt intolerance. The "defamation of religion persists, we have seen yet another one of its ugly faces in the film 'Innocence of Muslims'," he said.

In his speech Tuesday to the General Assembly, President Barack Obama described the anti-Islam film as "crude and disgusting," but mounted a defense of freedom of expression.

He warned that "in a diverse society, efforts to restrict speech can become a tool to silence critics, or oppress minorities."

"The strongest weapon against hateful speech is not repression, it is more speech ? the voices of tolerance that rally against bigotry and blasphemy, and lift up the values of understanding and mutual respect," Obama said.

Speaking Saturday, Liechtenstein's Foreign Minister Aurelia Frick said that the "hateful slander of people on the basis of their culture or religion is unacceptable," but did not join calls for new laws. She urged nations instead to promote values of "tolerance, understanding and mutual respect."

Chart shows answers to health care questions

(AP) ? They may not like it, but they don't see it going away. About 7 in 10 Americans think President Barack Obama's health care law will go fully into effect with some changes, ranging from minor to major alterations, an Associated Press-GfK poll finds.

Just 12 percent say they expect the Affordable Care Act ? "Obamacare" to dismissive opponents ? to be repealed completely.

The law ? covering 30 million uninsured, requiring virtually every legal U.S. resident to carry health insurance and forbidding insurers from turning away the sick ? remains as divisive as the day it passed more than two years ago. After surviving a Supreme Court challenge in June, its fate will probably be settled by the November election, with Republican Mitt Romney vowing to begin repealing it on Day One and Obama pledging to diligently carry it out.

That's what the candidates say. But the poll found Americans are converging on the idea that the overhaul will be part of their lives in some form, although probably not down to its last clause and comma.

Forty-one percent said they expect it to be fully implemented with minor changes, while 31 percent said they expect to see it take effect with major changes. Only 11 percent said they think it will be implemented as passed.

Americans also prefer that states have a strong say in carrying out the overhaul. The poll found that 63 percent want states to run new health insurance markets called "exchanges." They would open for business in 2014, signing up individuals and small businesses for taxpayer-subsidized private coverage. With many GOP governors still on the sidelines, the federal government may wind up operating the exchanges in half or more of the states, an outcome only 32 percent of Americans want to see, according to the poll.

Finally, the poll found an enduring generation gap, with people 65 and older most likely to oppose the bill and those younger than 45 less likely to be against it.

"People are sort of averaging out the candidates' positions," said Harvard School of Public Health professor Robert Blendon, who tracks polling on health care issues. "The presidential candidates are saying there's a stark choice, but when you ask the voters, they don't believe that the whole bill will be repealed or implemented as it is today in law."

Republicans remain overwhelmingly opposed to the overhaul and in favor of repeal. But only 21 percent said they think that will actually come about.

Romney supporter Toni Gardner, 69, a retired school system nurse from Louisville, Ky., said that until a few weeks ago she was sure her candidate fully supported repeal, as she does.

But then Romney said in an interview there are a number of things he likes in the law that he would put into practice, including making sure that people with pre-existing medical problems can get coverage. The Romney campaign quickly qualified that, but the candidate's statement still resonates.

"If Romney gets in, he'll go with parts of it," Gardner said, "and there are parts of that he won't go with."

Gardner thinks expanding coverage will cost too much and may make it harder to get an appointment with a doctor. Besides, she doesn't believe the government can handle the job. She's covered by Medicare ? a government-run health system ? but says "that wasn't a choice that I had."

At 26, Santa Monica, Calif., web developer Vyki Englert has only bare-bones health insurance coverage. Her parents, a preschool teacher and a self-employed photographer, are uninsured. Englert says she thinks the law will largely go into effect as passed. (Among 18- to 29-year-olds, 60 percent think it will be implemented with only minor changes or none at all.)

Englert says that she supports guaranteeing coverage to people with health problems and that provisions such as broader coverage for birth control will help younger women such as her.

"I kind of see a day-to-day way where this law could benefit me," she said. Englert says the health care law dovetails with a trend toward consumerism in her generation. Older Americans "don't have the context of the young people," she added. "They are looking more at the theoretical impact on the budget and the country."

Overall, the poll found Americans divided on the question of repeal, with neither side able to claim a majority. Forty-nine percent said the health care law should be repealed completely, while 44 percent said it should be implemented as written.

The notion that the law will be implemented with changes, captured in the poll, mirrors a discussion going on behind the scenes in Washington, particularly among some Republicans.

"Whoever wins the election, the (health care law) is going to be modified," Mark McClellan, who ran Medicare under former President George W. Bush, said in a recent interview.

Congressional Republicans say if tax increases are on the table in a budget negotiation with a re-elected Obama next year, changes to the health care law ? including possible delays in implementation ? also must be considered. For now, White House officials refuse to be drawn in on that question.

Some parts of the law already are in effect; its big coverage expansion for the uninsured doesn't come until 2014.

Public opinion about the law itself has barely budged since the summer of 2010, soon after it passed. At the time, 30 percent supported the law. It's now 32 percent. And 40 percent opposed the overhaul. That's now 36 percent.

And misconceptions about the law that reigned two years ago continue to live on, including former Alaska Gov. Sarah Palin's widely debunked charge that it would create "death panels" to decide on care for the elderly and disabled. In 2010, 39 percent believed the law would set up committees to review individual medical records and decide who gets care paid for by the government. Forty-one percent currently hold that view, according to the poll.

The poll asked people to say whether 18 different items were in the law or not and to rate how certain they were about their answers. Just 14 percent were right most of the time and sure of it.

Still, knowledge about what the law actually does is growing. More people are aware of provisions that allow adult children to stay on their parents' coverage until age 26, impose insurance mandates on individuals and businesses, and protect those with pre-existing medical conditions.

The poll was conducted Aug. 3-13 and involved interviews with 1,334 randomly chosen adults nationwide. It has a margin of sampling error of plus or minus 3.4 percentage points.

The survey was conducted online by GfK using its KnowledgePanel sample, which first chose people for the study using randomly generated telephone numbers and home addresses. Once people were selected to participate, they were interviewed online. Participants without Internet access were provided it for free.

German court backs Catholic Church against tax opt-outs

PARIS (Reuters) - Germany's top administrative court agreed with Roman Catholic bishops on Wednesday that German believers who refuse to pay a special church tax could be shut out of Catholic worship.

The verdict, based on German corporate law, upheld the system by which the state collects religious taxes from registered Catholics, Protestants and Jews with their monthly returns and distributes them to the religious communities.

Reformist Catholics have decried the tax, introduced in the 19th century to compensate for confiscated church properties, as a "pay to pray" system. Conservative critics have asked why tax opt-outs are shut out but dissenting theologians are not.

"Whoever wants to officially leave a religious community that is registered as a statutory corporation cannot limit this withdrawal to the statutory corporation and remain a member of the faith community," said the Federal Administrative Court in Leipzig, the top appeals court in such issues.

The Church hailed the verdict as confirmation of its tax rule, which the bishops reconfirmed last week with a decree saying members who opted out of the tax could not receive sacraments, work in the Church or have a religious burial.

"The Church is a community of faith that exists in Germany in the form of a statutory corporation - they cannot be separated," Archbishop Robert Zollitsch, head of the bishops' conference, said after the verdict was announced.

The legal challenge to the tax began in 2007 when a retired professor of canon law told his local tax authority that he wanted to quit the institutional Catholic Church and stop paying its tax, but continue to practice the religion.

If the Leipzig court had ruled against the Church, it could have prompted a wave of departures from the religions that charge the tax, which amounts to 8 or 9 percent of earnings.

FULL COFFERS

Church taxes brought in about 5 billion euros ($6.5 billion) for the Roman Catholic Church and 4.3 billion euros for the Protestant churches in 2010, according to official statistics.

Those funds have helped both churches to run large networks of schools, hospitals and charitable works in Germany and contribute to churches abroad, but an exodus of members has lowered total revenues in recent years.

The annual total of Catholic church leavers, usually around 120,000, jumped to 181,193 two years ago as news of decades of sexual abuse of children by priests shamed the hierarchy and prompted an apology from the German-born Pope Benedict.

Zollitsch defended the tax decree during a meeting of the Catholic Church hierarchy in Fulda this week.

"Our concern is to show that whoever wants to belong to the Church must contribute to what the Church needs to do its work," he said on Tuesday. "There must be consequences."

German media have dubbed the new tax decree "excommunication lite" because it bars those who refuse to pay from almost all church activities - including becoming godparents or joining a church-run club - without saying they have been excommunicated.

The Catholic reform movement We Are Church said the tax decree was questionable under Church law because it had not been approved by the proper Vatican department.

"The bishops still have to explain theologically and legally what status these sanctions have," it said in a statement.

(Reuters) - "Homeland" returns for its second season on Sunday with a clutch of Emmy awards, and stage and screen star Mandy Patinkin hopes the psychological TV thriller will keep on stirring dialogue about the fractured post-9/11 America and the world it portrays.

"I am invigorated by it beyond all words. I'm just thrilled to be a part of it. It is one of the great experiences of my professional life," the veteran of 40 years of acting said in a telephone interview.

Patinkin, who won a Tony in the 1980 Broadway production of "Evita" and an Emmy for TV hospital drama "Chicago Hope" in 1995 but may still be best-known for his Spanish swordsman role in the 1987 fairy-tale movie "The Princess Bride," said he was attracted to "Homeland" by the quality of the script.

"I just thought it was extraordinary writing. I could see the potential in this material to have an extraordinary dialogue in terms of a post-9/11 era discussing where we are as a nation and as a world populace in terms of why did that act occur? What was happening in the world before? And what's happened since in the past 10 - now 11 - years?" Patinkin said from his New York home.

"The company of the actors and the writing staff is of the highest caliber I have ever had the privilege to be involved with," Patinkin, 59, said.

"Homeland" won six Emmys at Sunday's awards ceremony, including the top prize for best drama series, and acting honors for leads Claire Danes and Damian Lewis.

Patinkin plays CIA operative Saul Berenson, the mentor of brilliant but bipolar counter-terrorist officer Carrie Mathison (Claire Danes).

Mathison is obsessed with the idea that war hero Nicholas Brody (Damian Lewis), a POW for nearly 10 years, has been turned by al Qaeda into a sleeper agent.

The series probes a post 9/11 world of suspicion and moral ambiguity and is one of the few U.S. movies or TV shows to tackle the global war on terror and find critical acclaim.

SNATCHED FROM THE HEADLINES

The second season is just as topical. It starts with the fictional bombing by Israel of Iranian nuclear sites and the geo-political tensions that ensue, with Patinkin's character out from behind his CIA headquarters desk and back in the field.

Patinkin says "Homeland" is neither a left or right wing show and that it has succeeded because "it's a show that presents both perspectives honestly and equally, so that the audience members can sit back as their own historian in an entertaining fashion and think."

But it's not just about cliff-hanging plots and the dilemmas raised by the war on terror.

"The central aspect of the show for me is the word ?family' - the family of the father/daughter relationship I have with Claire Danes. I'm her boss and her mentor and her father-figure," Patinkin said.

"It is also the relationship Brody has with his family. It's within the CIA and, most important, it's within the family of country. It's our country as family and the disconnection that goes on literally in our country today with the politics and the Congress and the people who aren't listening and talking to each other," he said.

Patinkin, who has been married for more than 30 years, says his favorite role "has been as a father to my children and a husband to my wife."

But "Princess Bride" is the one that the public knows best.

Patinkin says he's asked three or four times a week to recite his famous line from the movie: "Hello, my name is Inigo Montoya. You killed my father. Prepare to die."

"It seems to be one of my most well-known roles and certainly a role a lot of people are familiar with," Patinkin said. "I've had many wonderful experiences."

"Homeland" returns on cable channel Showtime on September 30 and a Blu-ray 25th anniversary edition of "Princess Bride" goes on sale on October 2, 2012.

Microsoft has said it will continue to operate Yammer as a standalone service, but it will operate under the Microsoft Office division. It will complement Microsoft's existing cloud offerings Office 365, Sharepoint, Dynamics and Skype.

Yammer will also be a key asset for Microsoft in its continued transition to the cloud.

The company confirmed that Microsoft will currently allow Yammer to keep its exisiting freemium model.

Haunting Truth Or Dare

Ten girlfriends go to a sleepover party, they decide to play truth or dare, but what will they do when weird stuff happens?

Hey guys, just wanna clear up what is happening here in the roleplay.

1/ I want to tell you all that the 10 girls begin in the school ground excluding Girl 11. When each of the first 10 girls have written a post then we will begin the roleplay with me, as Tyler-Rose (Girl 1), at her house, one by one arriving when each person is able to post.

But where to go from there? Does anyone have any possible plot lines to add, subtract or think about adding? Please post in "Plot and Friends."


2/ I want you all to complete a sheet on which of each of the girls your character likes and dislikes.

This means they are not friends or hate them-so your least favorite in the group

This means they are best friends-so you best friend in the group

This means that they are just friends

This means they are neutral

This means if your character had a crush on one of the girls-who would they fall for


Please include your characters favorite color, least and so on...as a subtitute for these colors and post below, thanks:)

Please do not write why your character does not like another, or why they do, because I would like to see how all this unfolds in the roleplay, make it more excititng!:)

Just so it is easier for me, and for you all to know your characters likes and dislikes among others. And it will be easier in the Rp, to know who you're going to make and evil dare about and a sensible dare for the ones you like. And what ever crazy thing happens to a character, will yours care or not?

(AP) ? The big rallies are mostly out. High-dollar fundraisers are in.

Both presidential campaigns feel an urgent need to keep raising millions of dollars. So, barely six weeks before the election, President Barack Obama and Republican challenger Mitt Romney are still spending time going after checks instead of scheduling big daily rallies. It's a far cry from previous campaigns.

The candidates believe the change is necessary. After all, just for example, a week of advertising in Florida runs some $5 million.

This is the first presidential contest where both candidates are raising their own dollars ? neither is using money from Americans' tax return checkoffs. That's contributed to be changes in the final weeks of the campaign.

People interested in improving their financial status should consider investing.

The main reason many people don?t invest is because they think they are not smart enough. They don?t want to take a risk and lose their money. For many people, investing and gambling is the same thing.

However, investing is not gambling, and you should not be afraid to invest. Don?t let the fancy talk scare you. Investing, in its purest form, is really easy to learn. Here are some reasons you don?t need to understand the technical terms and fancy language.

You?ll learn as you begin investing

Don?t worry about learning the ins and outs of investing before you make your first trade or investment. As you continue, you will start to understand some of the tougher terminology and its importance.

Most people invest in blue-chip stocks, which are just stocks that are safe to invest in. Major companies, such as Apple and Walmart, are companies that are considered to have blue-chip stocks. You can be sure that these stocks stay on long-term paths. Therefore, if the blue-chip stock is rising, it will probably do so for a long period. Again, you will learn these terms as you continue to invest in various companies and explore your options.

Most of the larger terms don?t apply to simple investing and trading

If you just want to have a place to save and grow your money, then you don?t need to spend weeks trying to learn about professional investing. You can pick a safe stock and just treat it like a savings account. Stocks typically have a greatly interest rate than regular savings accounts. Of course, you are not guaranteed that your money will grow when you place it in a stock, which is why most people compare investing with gambling.

Because you?re better than that!

Here comes the slightly humorous part. Don?t let senior investors and financial experts try to scare you into quitting or spending too much time learning about pointless economic principles. No, you?re better than that. Be confident in your investments. Don?t let people tell you that you need to do or learn certain things before you start investing. You know what you want and you?ve done the necessary amount of research. If more people were like you, everyone?s financial health would be in better condition.

Conclusion

The main thing you should take away from this is that there is no truly right time to start investing. If you really feel like you need to study before you start trading, then by all means, do just that. However, you should also understand that you don?t need to be a professional broker to start placing trades and investing. Maybe you could start with just investing in a company that you like.
